I'm eager to work on bug #66387 ("[troff] the hyphenation language is global;
should be a property of the environment"), upon which this bug depends, early
in the _groff_ 1.25 development cycle.
Until then, I think you're right--the best disposition for this ticket is
status "none", and unassigned.
