[bug #67890] [troff] `ab` and `tm{, 1, c}` request handlers leave input parser in wrong state

Follow-up Comment #4, bug #67890 (group groff):

Two!  TWO bugs here.

I didn't use `has_arg()` in the request handlers *and* and I didn't call
`skip_line()` after `terminal_write()`.
