Conceivably, a document could lack section headings but have captioned
equations, exhibits, figures and/or tables.
Presently, when calling `TC`, you get the `Captc` caption (default:
"CONTENTS") even if there are no section headings, but the other captioned
item types are present for their list captions to render.
