I've only ever seen that screen when I try to modify a ticket in a browser tab
that's been open too long. ("Too long" used to be about 24 hours, but was
extended somewhat recently, so you now get 2-3 days.) I don't know the
purpose of this timeout; the idle time span on your end tells you nothing
about any activity or lack thereof from anyone else.
When I submit changes to a ticket, I have never seen savannah check whether
that ticket has changed since I loaded it. It seems to me that it should. I
try to do it myself, when I remember, but there is no way a human can
completely eliminate the race condition.
