GNU _troff_ doesn't, no, to the best of my knowledge. I don't know if any
other does.
CSTR #54 (1992), ยง22 says:
"Blanks, tabs, and newlines may occur as separators in the input, and are
mandatory to separate constructions that would otherwise be confused."
There's no restriction on the cardinalities of these characters here. So two
newlines separate equivalently to one; a tab followed by a space ("blank")
separates equivalently to one space, and so on.
