This ticket is a duplicate of bug #68092.
The "webpage.html" document is an **example**, denoted as such in the relevant
Automake file...

...and installed as such.
$ find ~/groff-HEAD -name webpage.html
/home/branden/groff-HEAD/share/doc/groff-1.24.0/examples/webpage.html

If we wanted to maintain examples as we documentation, they wouldn't be
examples.
