Currently, the man page translations for groff are shipped by manpages-l10n.

By chance I noticed that groff upstream ships one localized man page, i.e. the
Swedish /usr/share/man/sv/man7/groff_mmse.7

Is this deliberately shipped by you instead of manpages-l10n?

If not, I propose to move this file to manpages-l10n. In this case you can
simply tell me in which version groff will stop shipping it and I will include
it appropriately in manpages-l10n and then in the future it will be handled by
our Swedish translator.
