A passage in doc/groff.texi.in reads:
Following Unicode's recommendation,
@c TODO: Find a source for that.

@command{troff} outputs Roman numerals
using only alphabetic characters,
not Roman numeral characters from Unicode's Number Forms block.}
To address the "TODO" above: Unicode 17 section 22.3.4, "Acrophonic Systems
and Other Letter-based Numbers"
(http://www.unicode.org/versions/Unicode17.0.0/core-spec/chapter-22/#G42902),
contains the sentence "For most purposes, it is preferable to compose the
Roman numerals from sequences of the appropriate Latin letters." The same
sentence appears as far back as Unicode 6 section 15.3, "Number Forms"
(https://www.unicode.org/versions/Unicode6.0.0/ch15.pdf).
