Noticed in _groff-man-pages.pdf_.

The header line in the first document, _addftinfo_(1), is 1v lower than all
others.

Confirmed by commenting out `pdfpagenumbering` macro call in
_groff-man-pages-cover.groff`.

For _groff_ 1.25.0 final I am simply working around the problem. Possibly
other device extension commands in _gropdf_ need to be reviewed for the same
problem. Maybe this is a driver bug, or maybe it's a `device` request versus
`\X` escape sequence behavior difference that we need to understand better,
document, or fix.

Let's please maintain the code freeze just a little longer.
