Bug#59635: grub: GRUB reports odd error on valid file

When I copy the grub files into /boot, everything works.  It's
something odd about the /boot/grub directory.

I made that directory by typing "mkdir /boot/grub"; the system is
running Debian potato, but the partition was created with slink
release 4.
