I suppose, the algorism to determine the drive number
for each disks is the role of BIOS, not of GRUB.

Do you ask for "how to install GRUB without rebooting"?
If working on UNIX-like operating system, GRUB shell
(please search "grub" executable in grub-x.y.z/grub directory)
can help. At present, I've never tried to build GRUB on
DJGPP or CygWin32 environment.

However, I think, any mistakes during the boot loader
installation can be harmful, so, trial boot by GRUB floppy
is recommended before the installation onto HDD.
GRUB info file tells we should prepare some rescue floppy
before GRUB installation onto HDD.
