If you want to install GRUB on a floppy disk, there are several ways
to do it, the first of which is described in the GRUB manual
(grub)Installing GRUB on a floppy.
The way you're probably looking for is to install GRUB so that it uses
a configuration file also located on the floppy. In order to do this,
create a filesystem on the floppy, then follow the instructions in
(grub)Installing GRUB on a hard disk. as if the floppy was a hard
disk.
