Is this a primary partition? If not, you will have to
chainload the OS/2 Bootmanager first (cause this is
realy a special OS/2 loader with some capability to
load other OS as well...).
If it is, make shure all of the OS/2 bootfiles are beyond
cylinder 1024 _and_ not exceeding the 512MByte / 2GByte
frontier (depends on your BIOS --- just try it out ;-)

Looks like you are trying to boot OS/2 of from an extended
partition --- this doesn't work without the OS/2 bootmanager.

All of these may be installed in any order. It doesn't matter.
