It is possible to install GRUB on on-board Flash ROM (such as Disk On
Chip). You may need an unofficial patch for GRUB. See
http://www.linux-mtd.infradead.org/ for mailing list archives.
As far as I know, you cannot install GRUB on ATA flash cards (such as
SanDisk), simply beacuse there is no BIOS for i*86 systems that can use
ATA flash cards for booting.
It is not a GRUB problem. You should be able to read the first sector of
the disk where GRUB in installed to the processor address space or have it
there already.
