Please investigate if that's because of grub-install. If you invoke
the grub shell directly and install GRUB into your floppy manually,
then does it work well? Also, see what grub-install does by tracing
the execution (e.g. "bash -x grub-install").

That's good to know, but I need to know if the problem is due to GRUB
commands or the grub shell.
