I vote for someone who is a polyglot. This is not an issue. I don't speak Chinese or Korean. If I ever get spam from Russia, I call them and explain politely that they are wrong. But I don't think it has any effect, so the number of languages spoken should not affect the choice of moderator. I filter all spam from all mailing lists to a special folder and forward all spam to spamcop.net. This doesn't seem to be effective for the Asian spam, but I occasionally get replies from American and European sysadmins. Nobody has contacted me about the moderation of the list so far.
