To my knowledge, yes to both.

Just tack them on the end of your 'kernel' line. For example:-

kernel /vmlinuz-2.4.7-10 ro root=/dev/hda5 mem=64k ether=io,irq,debug,rx-buffer,eth0

The mem and ether parameters were actually parameters to the Linux
kernel, not lilo.
