It is not clear to me what is your motivation to change
things. Could you elaborate on what problem you have?

NOTE: the option "--config-file" to the grub shell is
to have it to read a config file, mainly for debugging
purpose. The option has no relation with the location of
a config file for an installation. If you want to specify
this, you would have to extend the command "setup".
But I don't think it is a good idea to change the default
location.
