No, you can ask questions in this list. This list is for generic use, and includes bug reports, questions, suggestions, patches, and so on. Why don't we distinguish questions from development? Because there is little difference between them actually. If one asks a question, this means that there may be a bug in GRUB. It might be because of a mistake in the source code. It might be because of missing information in the manual. So feel free to ask questions in this list. We might not answer your questions, because we are just volunteers, but nothing still prevents you from asking questions in this list.
