Can you tell us what is your exact problem? If it's that it's impossible to install XP on a logical partition, I do not think grub can do anything about this. You'll simply have to somehow arrange a primary partition for it. I think you should be able to make your Win98 one this primary partition. Try to make it the active one before you boot off the XP CD. You'll then have a too-stage boot for XP - first choose from grub your win98, then get an NTLDR menu, choose XP. It's quite a long time since I played with booting NT, and it was on NT4, but I do not think it changed much.
