Well, the splashscreen is not a part of GNU GRUB.  So this should be
reported to redhat.  And of course this bug is something that should
be prevented in GRUB 2 which will have splashscreen support.

So, basically, if my assumption is correct, GRUB should just work
redhat screwed it up. :)
