If the BIOS cannot offer grub the drive as another grub device then you
should consider trying the new ata driver for grub2 which it is
experimental, I think. You can try asking in grub-devel mailing list for
more info.
You know you can put a /boot folder in the bootable hard disk with the
kernels from the other hard disk distribution and once the kernel is
loaded the other hard disk will be accesible. It's a workaround that
might solve your problem.
