It's not just you. The wording has a bad habit of confusing nearly everyone.

Ideally the versions of Grub Legacy, such as 0.97 are the active versions of
that one. And indeed it's being used by a number of distributions.

Grub2 is still being developed. Those numbered ones you've seen there
reflect those first efforts to create something. (or other.)

Ideally if you do want to contribute the best idea is to pull the trunk from
SVN and work with the contents of the Grub2 directories, carefully.
