Follow-up Comment #1, bug #26551 (project grub):

I don't know if this is the same bug or if I should file a different bug
report but on a Gateway Solo 9500, grub will load fine as long as the
removable CD/DVD drive is plugged in.  When it is not, the boot ends at the
"grub loading" message.  (This was also a problem with legacy grub and I
installed grub2 to see if it would go away.)  I'm sure for most purposes, this
would not be a problem but my intension is to eventually dismantle the laptop
to turn into a kiosk type device where a CD/DVD drive would produce excess
heat and consume electricity unnecessarily.

Legacy grub boots fine off of a floppy.
