I'm manually reinstalling grub on a system which has just been re-imaged
(formatted and / extracted from a tarball) to make it bootable

Which Grub?

Any ideas?

Grub-install is a script, dependent on various things scripts depend on, generally assuming a running normal system is using it. Start the grub shell and you can install without such dependency obstacles.
