Can you try without dev.txt? And what does:
sudo bin/grub-fstest /dev/sda ls -- -l
and what do
sudo sbin/grub-probe -t drive -d /dev/sda1
sudo sbin/grub-probe -t fs -d /dev/sda1
say?
