There are a lot of user questions how to switch to menu when timeout is zero:

Ubuntu wiki for example have complicated scenario to get menu:

Main solution is to hold Shift (or Esc) button pressed after BIOS actions.
I search "info grub" for hold/shift/esc keywords - and doesn'r find anything
relevant.
Please add docs about such behavior!
