To reproduce:
umount /sys
run grub-install
What happens:
~ # grub-install --target=x86_64-efi --efi-directory=/boot /dev/sda
Fatal: Couldn't open either sysfs or procfs directories for accessing EFI
variables.
Try 'modprobe efivars' as root.

Installation finished. No error reported.
~ # echo $?
0
What should: If "Fatal" & installation is not finished, Grub should not tell
that it is. Also it should not return 0 in such cases.
