values.h missing in libguile.h

Hello list,

I assume it is just a small mistake that values.h is not included in
libguile.h, but I ask anyway because maybe the `multiple values C API'
was only experimental.  If it is okay, I will add it.  (I need it for
the implementation of `char-set-diff+intersection' in SRFI-14).
