bug#19280: when btrfs used for root, initrd should contain fsck.btrfs

When I select BtrFS for root file system, I failed to boot in initrd
because of missing fsck.btrfs.

Guix should recognize filesystem type and add utilities needed for
filesystem check, mount, etc.
