The Agent Client Protocol used by emacs-agent-shell looks to support
open source / weight models. emacs-gptel similarly lists a wide range
of supported models.

To remove a package you need to show that the only use is non-free.
Suggestions on package metadata are welcome, so as not to
unnecessarily direct users to non-free services.
