hello.texi patch - bug-hello not just for bugs

Hi Reuben -- it belatedly occurred to me that it would be good to make
it clear(er) in the manual that bug-hello is not just for bugs.  Thus,
the first paragraph in the `Reporting bugs' node could be altered to
something like:

  To report bugs, suggest enhancements, or engage in any other discussion
  for GNU Hello, please send electronic mail to
  @email{bug-hello@@gnu.org}.
