[PATCH 0/2 gnumach] Fix most failing tests for USER32

Hi,

This is a workaround for new-style mig structs failing to preserve type
widths on 32 bit userspace.

This gets us to all CI passing except 2 cases that have 64b smp + user32:

        --enable-ncpus=8 --enable-user32
