FYI, this documentation is typically generated through the 'gendocs' script, which you find in the Gnulib 'gendocs' module, see files build-aux/gendocs.sh doc/gendocs_template doc/gendocs_template_min in http://git.savannah.gnu.org/gitweb/?p=gnulib.git;a=tree .
