As far as I know, it is quite simple. Add the year when you actually change a file, which may not be the year you make a release. eg., if you make the final change for release x.y.z on 31st December 1999, and actually release the tarball on 1st January 2000, then you should have 1999 in the list of years and not 2000 untill you make a change in 2000.
