Well, it's your call. But IMHO you are violating the GNU coding standards: "You should identify each release with a pair of version numbers..." You made a new *release* with a new license. This isn't a new release, but a re-release. FWIW, other GNU projects releasing for GPLv3 updates have so far done the sane thing and bumped the version number.
