Building inetutils with cygwin requires some tricks. Cygwin does not have icmp6.h, talkd.h and tftp.h. Moreover, user authentication is very different from Linux. Currently, cygwin's inetutils package provides some programs that are not provided by other packages and work in cygwin. The full-build branch of https://cygwin.com/cgit/cygwin-packages/inetutils/ will help.
