Since version v2.7 there is no 'INSTALL' file or 'configure' script:

This is inconsistent with with the README.md which states 
'See the file INSTALL for generic installation instructions.'
This means that a end user wanting to build the package has to run the
bootstrap script ? Which requires many more dependency such as bison or
autotools.
