Those are probably the sites that use non-UTF-8 character encodings
like KOI8-R or windows-1251.

Thank you for reporting this bug. You mention Beta and Nightly, and I
have an additional question: Did you use LibreJS in the past, did you
experience the same issue with previous versions of Firefox or other
flavor of the Mozilla browser?
