(Is your computer clock out of date or has the mail really taken 3 months to get here?)
I hope you didn't deselect any cygwin packages in the setup. Please follow the instructions for bug reporting at http://lilypond.org/web/download/windows.html otherwise it's almost impossible to see what's wrong with your installation.
