Unfortunately, LilyPond is a tricky beast to get into. Of course, some bugs are easy to locate to a single lily/*.cc or scm/*.scm file, but others (probably including the layout related problems mentioned below) require a fairly deep understanding of the modular structure with message passing back and forth and dependency structures between the different layout objects. I've been fixing some small bugs every here and there in the code for many years now, but I still have a hard time to get an overview of how it all works together.
Of course, for each specific bug, you can always send an email to lilypond-devel and Han-Wen or Jan can provide some hints in the right direction.
