First there was the time signature, then there was the bar, marking the first beat.
What does a bar without a time signature mean? Answer: whatever you want it to mean. How does the reader know that?
You'll have to excuse me, I'm a techie, helping a muso out. Erik previously described the situation better than me - It's not so much 'unmetered music', rather irregularly metered music. It would have been nice if something better was available than calling 'measureLength' for each bar.
Have you considered forget-accidentals? If there are long sections without bars, that might be the best way, because the bars won't matter.
