It is going to be ugly, but you can use "cacls <fileordirectory>" to inspect the permissions (Access Control Lists; ACL), and "cacls <fileordirectory> /e /g<user>:f" to grant a user full access.

Yes, I can see that there is a difference: the files are much more strictly controlled, but I still don't know why it stopped working all of a sudden.
