Not totally: .html extensions are not stripped in links to HTML pages. If you want an example, just look at http://lilypond.org/doc/v2.11/Documentation/ but all pages seem to be like this, and the .en.html symlinks are missing. All this makes me think the offline target is used to upload the docs on lilypond.org. Normally, I'd expect that 'make WEB_TARGETS="offline online" web' should be invoked somewhere in GUB and the content of <top-src>/out-www/online-root should be uploaded.
