My svg viewing isn't working right now, so I can't verify the rest of your bug report. But in my experience, SVG is much more difficult to get working than pdf -- I certainly wouldn't try to use SVG as a replacement for pdf.
I recommend that you try to fix the pdf problems first (try reinstalling lilypond, try a different version of lily, etc) before tackling the SVG stuff.
