This is not a bug. See my comment in the bug tracker.
One small addition to the bug specification... The file won't even compile if you use \transposition bes with \include "suomi.ly" because "bes" is not defined in suomi.ly.
I have added bes to suomi.ly - as a synonym to heses and bb. It will be visible in 2.11.38.
