Right, so this could be a choice.  From my experience in an
orchestra, it often happens that some instrumental parts are 
written out in full, ie, have no repeat, where other parts do have
repeats.  If you do not increase all bar numbers with each
measure played, you are going to see "interesting" things
in fully written-out parts :-)
