The people who handle bug reports are normal users, and there's a natural tendency to be intimidated by discussions like this one. If a technical discussion is going on between a contributor (you) and a developer (Joe), we just tend to leave it alone. If you send a minimal example to this list, and no developer responds within a few days to begin discussing a patch, then I would expect somebody to add it to the tracker. I'm not certain if that has always happened, though.
