Neil, I remember when you added ":|.:" (I requested it:
http://lists.gnu.org/archive/html/lilypond-devel/2008-09/msg00012.html).
But I don't remember (and can't find) the discussion about a
scheme interface for this.  Also, do you really think we
have too many obsolete barline styles?  I guess I disagree;
some users will want to use them, and it's not like they're
burdening the source in any way.  Also, I think it's easier
for users to look up the appropriate \bar string in the NR
than to make them do extra scheme work.

I'd be fine with this addition.  The only reason I didn't
propose it initially was because (if I'm remembering right)
I *only* found it in the Brahms scores, so I assumed that
the old standard was ":|.:", and the Brahms typesetters just
thought it was the other way around...
