New issue 1200 by percival.music.ca: GUB rebuilds fontforge all the time

Whenever you try to build lilypond (for any architecture), GUB rebuilds
fontforge. I suspect this is because fontforge uses a fontforge git commit
to build from, rather than a tarball (this is because fontforge git
contains some extra code to make woff fonts work, and there's no tarball
release of fontforge that contains this code yet).
It's not a big deal, but included here for completeness.
